Women have the scarce/limited commodity(i.e. the womb) The top 20% men have a concentration of desirable attributes by definition(resources, social proof, genetics). These men have little reason to limit their sexual behavior aside from societal restrictions. Throw all of that into a pot and stir, and you get the 80/20 rule.
