Ukrainian demographics have been terrible enough they were scared of losing too many of their youths to the point they’d have no young men left. Ofc as they lose more older men they eventually began conscripting young men but not women of any age. What we call war crimes are the result of collective bargaining between great powers as to have a “humane” war which limits civilian casualties. Countries that wage war only adhere to these conventions on the basis of if they deem the diplomatic response to them breaking the conventions as worth it for the benefits they can get from it.
