Iirc GPS uses a combination of both. Cell towers and WiFi access points for low power modes. Cell towers can be used since mobile devices i.e. smartphones can connect to multiple cell towers and you need a minimum of 3 cell towers to get an accurate approximation of the location just by triangulation if you get me. Sometimes I think of satelites as just high altitude drones and not really in space but that's just me and I don't know about the rest of y'all
