It depends on which school of thought you belong to. I'm of the opinion that you should start communes, and then people want to join it. They can come and go as they please. Theres a commune in Virginia called twin oaks, its voluntary, and you can leave at anytime. No forcing involved.

This is for my speech and debate class. I'll be giving this as an after dinner speech, which basically means a funny speech.
