Its a sweet fantasy, but that's just not how it works in real life. Are you sure that you'd rather deal with the kids acting up because thier society never gave them a chance, than dealing with their irresponsible parents, and maybe beating this cycle? It's not as much a question about being "ripped off" by irresponsible parents, as it is a question about what's for the greater good.

If you hit your sibling 142 times before getting caught and feeling remorse, then you didn't feel remorse that you did the act, but that you got caught. I went too far with another girl once and the remorse stopped me from ever acting that way again, and I didnt get caught. If you repeat an act that many times, then the remorse didn't have an effect on you, and thus it shouldn't have an effect on the sentencing.

I understand the sentiment, but I don't think that exclusion is the solution, wisdom of the crowd might be a good reason not to. This is in Paris so I guess an attendant could have come but not all subways have an attendant, the CPH subway is completely automated for example. Besides an attendant shouldn't be necessary since it is obvious that you shouldn't prioritize yourself over a whole subway train.
