Social norms take many generations to change but readily available, reliable contraception like condoms and the pill have only been around for a couple. Before this it was a great burden on the family and greater support system if girls had bastard children. Slut shaming emerged to discourage this. The child is too young to be held accountable for moral decisions and is only reprimanded to the extent that it will help him develop morally.
