It's probably to simplify squad building, so you know that assigning a male pair to a female officer guarantees that at least one person in the squad should reach (not all cops keep up the fitness level they're required to have to make the cut) the maximum physical requirements, which is something that they probably view as necessary for wild situations, should they arise. For police officers there are a lot of cases where it's not all about physical (crisis management comes to mind where female victims or little children will perceive female officers as less of a threat)
