It’s not pretending. I get what you mean by “force” and the dictionary definition, but the legal definition is different in different countries. In America, based on Freudian psychology, it is argued that people under the age of 14-15 are not prone to making right decisions by themselves, so decisions made by adults are forceful in a sense as it is made by an authoritative figure.
