Everyone I've seen (including op) stops at the zodiac level or at the day at lowest. Then there seems to be some niche literature about minutes. There is no material about seconds.

Do the math sista. c section twins are often born seconds or milliseconds apart, but usually have vastly different outcomes. That means the correct astrological unit is less than one second. Since hospitals don't keep time that precisely, those twins (and you) could never tell the astrologer the exact millisecond of birth. Even if you could find an astrologer who could get to that resolution, you don't have the data to offer.

Cannot depend on time because twins are born at the exact same time during a c section. But assuming astrology actually does have a resolution of seconds instead of days, there is no known "astrologer" who claims to have a way to get to that resolution.
