Be specific. Don't say "you look beautiful" say "I really like your hair down" or "you look beautiful in that dress". If she likes you she put effort into how she looks, compliment that.

I disagree. Halloween is a time to tap into girls fantasies. Don't go as something you might think is cool, go as something a girl might think is sexy. The Joker costume didn't work because no girl fantasizes about the Joker. Going to a costume party without a costume leaves you at a serious disadvantage, because you already come off as a wet blanket before an introduction.
