Northern Cyprus is a different country (a client state of Turkey) for all intents and purposes, with a different government and different laws. Many of them reported that Ayia Napa's mayor has been attempting for a while to clean up the city, clamping down on the excessive parties and alcohol, and making the town more suitable for family vacations. That in itself would be a crime under Israeli law (details of underage suspects and alleged victims of sex crimes may not be published; all the 7 suspects were under 18.) Another new source (I think Reuters) said "making a false allegetation". According to a sources in Israel, the maximum penalty would be a year in jail. Here in Israel, the punishment for filing a false police complaint is 3 to 5 years in prison, which I think is more reasonable -- after all, a false complaint abuses the entire legal system. 2	Finally some justice for the falsely accused An American Jew published a summary of the potential complaint against the 7 men (after 5 were released) translated to Hebrew on his anti-Israel blog. He of course assumed every word in her original story was correct. He redacted her name from the summary, but left names, Passport numbers & dates of birth for all the guys.
