I think circumcision is not as severe as mutilation (again both pretty bad though). The hood/clit is similar to male circumcision. It gets into mutilation when you sow up the vagina making sex impossible. Thats where I think the big deference is, if a type of male circumcision made it impossible for a man to have sex that would be male genital mutilation for me.
