It took awhile to read through the paper and break it down, it’s hard work. Most articles link to this paper as a source for the claim that women’s health research is underfunded. https://pubmed.ncbi.nlm.nih.gov/33232627/ The issue, is that the author of that paper used WHO data meant to compare general health outcomes between nations and instead used it to compare populations within a country, which it was not necessarily designed to do.
