Basically people don't control thier physical response to unwanted sexual activity and can become aroused even if they don't want to becuase erections and sexual arousal is controlled by the autonomic nervous system. My understanding is that the CDC has the information but has not released it in the report likley becuase it is too small a sample to be statistically significant due to poor sample size (12 month numbers are much smaller than lifetime).
