If you look at it through a LEGAL lens, the picture becomes crystal clear. Registering a relationship with a government contract comes with all of the risk.
The only thing that will satisfy a woman is what she doesn't have. Even if she doesn't act on it, she will always 'think' about it. It's a shame to never find contentment.
