Many of the dress codes are put in place / proposed by HR, which has a larger percentage of women. As for "how high" - I have heard calls for 80 to 82 vs 70 to 72 for men. If men were allowed to wear short sleeves and no ties, it would help quite a bit. But in either case, as you stated men will be hotter than women and they cannot dress down too far, so the only viable choice would be to lower the temperature. Many "office" toilets do not have a lid, just a seat. Personally, when there are both, I do put both down as it is more hygienic. If there is just the seat, but no lid, it stays in the position I last used it in. Then again, I have never worked in an office with a co-ed bathroom.
