I'm trying to say you're wrong. You sound like you read that somewhere and thought it made sense so you just spread it around. If you do heavy cardio, eat above maintenance and lift, you will not be hindered to any extent that matters. Marathon runners are "bean poles" because they don't lift and they maintain their low weight to help their performance. Especially if your definition of heavy cardio doesn't involve doing marathons everyday, your muscle will be fine.
