This graph only uses data including FEDERAL minimum wage, not state. 18 states have state minimum wages above that of federal, according to the US Dept of Labor. Those 18 states make up roughly 44% of our nation's population (about 139.8 million). So all of the women residing in those states wouldn't be counted, since they make above Federal minimum wage by default. Nothing like skewed statistics to make a point.
