Well, we're a pandemic hotspot, northern states are quarantining visiting North Carolinians, and half of our elected officials are openly condemning the mandatory mask order and it's become a political marker. We're also having small scale protesting or massive rioting depending on how you choose to describe the black lives matter movement. I had a defense lawyer tell me my prosecuting their client for voting while a felon was unconstitutional. I just read 3 law review articles saying 13th specifically applies to private actors. ACLU is one of top search returns and says the same thing as the law reviews. You're generally right, that to violate rights generally requires state action, but it's not a hard rule.
