It happened in <your country> the women were tourists from <country whose tourists are often inconsiderate and this only reinforces your prior feelings about them>. Every country has some variant of this. I think people are just inconsiderate asshats. This is universal. Some countries have slightly more and some less but asshats they are nonetheless.
