On top of that, she used statistics that claim women had addiction and self harm problems to JUSTIFY not placing them in prison. If a person has addiction and self harm problems presumably they would be safer under state control. They're actually supposed to place Native American children with Native American foster parents. Not surprisingly, they didn't in this case, this has been going on for quite some time.
