As a woman in the US, I personally only expect my man to plan things on days meant to celebrate "me" (ie. My birthday, Valentine's Day, and mother's Day.) and I plan on his days(ie. To clarify, I don't just walk up to people. I was calculating it as though the percentage of men watching wasn't independent of the women watching. 113% is definitely possible in the way they're describing it.
