Do you mean Darrell Brooks, who was driving the SUV that ploughed through the Christmas parade in the States? He was named because he was charged. Arrested is not the same as charged. Also, the U.S.A is not the same as the U.K. However, if the "27-year-old woman" referred to in the OP is CHARGED, she will be named - you can bet your house on that.
