Join a club or Meetup (next year, obvs!) The number of amazing girls I've met at unusual events, such as language meetups or even a debating society in Norway, opened my eyes. Plus people who turn up are also looking for friends (often new to the country). Even the more homely looking girls will have hot friends. Oh, and learn a language. Much better this way. Start small. Keep saying Hi. Quick chat. It's a myth that you need to go in all guns blazing. Almost never works.
