I'll tell you what. Sending a kiss emoji to a customer is honestly quite unprofessional so my guess is yes he is into you. You always miss the shots you don't take. Be up front with him and if he doesn't reciprocate then clearly you just misinterpreted things.

Not judging but this sounds like op didn't read the room and approached a girl wearing something that op thinks is attractive and got shut down and is now wondering why do women bother dressing like that if they're not open to op approaching them.

I'm probably in the minority here.. but swap genders for a second and ask yourself.. should you give a random person who works in a customer facing environment a note with your number? I'd say no. If you meet him outside of his work, then maybe have a chat. Oh well. Worst case scenario is you never hear from him.. best case is he's your soulmate. I just think it's weird to give your number out to a person that's getting paid to be friendly to you.
