Apparently, several states/cities are doing this. All of the programs seems a bit different. Some are just for anyone and some just for single parents of any sex. Honestly, when it first happened, all I was hearing was "13 killed..." I just assumed it was all men because they didnt say some shit like "11 men and 2 women". That was the first couple of days.
