Why should that be the case? That doesn't make any sense. What do you mean? Tech doesn't cut it... yet. I guess you've never been in the military. The better the weapons and resources, the better the military. Unless you're looking to invade and occupy a large land mass you'll be good to go with volunteers. Forcing people to go to war is wrong no matter what. If a war is justified you should have no problem finding enough people to go. You might increase the number of people refusing to sign up, but the overall number of people signing up will increase dramatically. There will be millions more people who are ready to be drafted.
