Even if they did allocate all sorts of officers to the buses, the men would probably start targeting more women that are off the bus knowing so many officers are standing around like fools on moving tubes. 1	FSW It doesn't stop it wholeheartedly, but it stops men from being able to assault women on public transit by simply circumventing the whole thing. Can't rape what you can't touch at all.
