Someone who has not had sex, but isn't actively choosing to abstain. "Sex" in this connotation is a bit iffy, but I think the most common analogy is "full sex", whatever that means to the individual. For heterosexual and gay male partners, that would probably include penetrative sex (either vaginal or anal, whichever happens first).
