You are misunderstanding. The theory is amoral. It is an analysis of how a system works. If I do this, that happens. Whether or not I acted morally, doing this will make that happen. TRP tells the this's that lead to that's and don't judge based on morality. That isn't to say as individuals we are amoral. As an individual I now have the knowledge of which actions lead to which reactions, and I could decide to act immorally or morally. Theories are amoral. (Consequential) actions never are.
