They might be average but not ugly. A lot of them just have weird behaviors or ways of expressing themselves and can't interpret social cues or they try and apply logic to emotional situations. Women and children allowed to flee as refugees on the hopes that they can return and repopulate after the war while men are barred from leaving so they can be sent into a meat grinder.
