Because if someone confesses to a rape, the victim doesn't get un-raped. There is no value in a confession + no sentence over no prosecution. The judicial system has to balance different interests. I've read a couple of studies on the subject and they came to the conclusion that increasing sentences does not reduce crime rate. The reason the punishment for faking a rape charge and rape aren't the same is to entice these women to confess their lies. You can't undo a rape by the rapist admitting it, but you can undo a wrongful conviction if the woman who lied comes forward.
