Pretty sure it was all of them. This was just the first article on google. When one Subaru ad man … proposed the gay-targeting ads in talks with Japanese executives, the executives hurriedly looked up “gay” in their dictionaries. Upon reading the definition, they nodded at the idea enthusiastically. Who wouldn’t want happy or joyous advertising?

Short answer is because it's a public service. Public services are meant to provide the bare minimum for society to function. While I understand there are numerous dangers and responsibilities to the job, it's still paid for by people who, on average, make a quarter of that. You get what you pay for. I agree in most cases, but when applied to a monopoly that isn't what ends up happening.
