Correct. Unfortunately they have to prove beyond a reasonable doubt that her intentions were predatory, even if it's obvious to us what she was doing. We all know how biased the layperson is in situations like these. Sadly, I have to agree with the DA on this. He would almost certainly be blamed for any foul play. Had she actually raped him, they would have had all the evidence they needed. I think we can all take solace that it didn't go that far. His foster parents seem like great people.
