I read it 3 times trying to understand what he meant. I think he just wasn't thinking for a second and goofed while he meant to say something completely different. EDIT: I think I understand it now. If the Swedish man marries a non Swedish woman and she gives birth somewhere other than Sweden, he/she is fucked when it comes to citizenship. If the Swedish man marries a Swedish woman he/she will have citizenship. So the mother's citizenship status matters while the father's does not.
