Have you heard of the pareto principle? Or more commonly known as the 80-20 rule. It states that things tend to relate to each other in an 80% to 20% distribution. Eg: 20% of customers in my shop generate 80% of my income. This concept was discovered in many aspects of nature. Would be very interesting to see if it was true for crime. But it looks to be true if you say 13% do 50%

Or for assault with a shoe for that matter. I have paid some fines on swiss roads. Nowhere near jail time or license revoking tho. Some i deserved, some were bullshit. But i agree 100% that assault should be punished way harder than speeding. But then again if you're pushing 2 metric fucking tons at high speed you could (and probably can) argue that you would probably kill anything in your path...
