My Dr. has told me that the manual exam isn't necessary anymore. The blood tests are much more accurate. However she does remind me to manually exam my testicles for bumps.

The government has no money. Any money the government spends is taken out of our wallets. So no, child support should go the biological father. Also, if tests were mandatory, the volume of them would bring the price down. If done as part of the birthing procedure, medical insurance would cover.
