Some people have too tight foreskin so that they can't retract it completely. This is sometimes fixed by "itself", such as masturbating can permanently stretch the skin far enough so that people are able to fully retract their foreskin. If it itsn't fixed by "itself", people can get medical help with how to do exercises to stretch the skin and how to use some kind of moisturiser to further help this process.
