The second class petty officer pretty much runs the navy. I didn't feel they carried a lot of weight as far as respect, however the third class and below looked up to them and the firsts and above relied on them for getting everything done. So they're definitely important.

Please don't be ignorant about the laws in a certain state. Some states do not require a signature. In Oklahoma, you have to sign the ticket or you will be arrested. The signature is a written promise to appear, not admission of guilt. When you sign it, the officer can release you on your own recognizance. If you don't want to sign it, then off to jail you go. That's how the law is in Oklahoma and many other states. Ref: O.S. 22 §1115

No, none at all. You cut the vas defrens which deliver sperm to the seminal fluid. That's it. Everything else still works, you still make testosterone, you still ejaculate normally, there is just no sperm to fertilize an egg.
