Eh, I think it's not as black and white as "okay" and "not okay". Before the age of consent, it was treated on a case by case basis. It's becoming increasingly obvious that setting a hard line for sexual consent is hurting more people than it is helping. 19 year olds go to jail for having sex with 16 year olds. United States has varying laws on this, because it's just a drawing. Lolicon and shotacon are both legal in the majority of the US. There are only a few fringe cases of people being charged for images like that.

The law treats statutory rape much less harshly than standard rape. That's why it's important to make a distinction. Otherwise people who only read the title and comments (a lot of people) are going to think that that they are kidnapping kids and tying them up and shit.
