I think a good reform would be to remove prison sentence for any crime without a victim. A parking ticket has no actual victim or even a potential victim unless it's in a fire zone. In the case of the disabled/elderly, where I am in canada there are reserved seats at the front. You can use them but must give them up for disa led or elderly people.
