Panhandling is an act that deprives actual homeless of resources that they could use to survive or elevate themselves. And the fact that they're around in numbers makes people feel less sympathetic towards the actual homeless by association. Of course the best way to help the homeless is to contribute to reputable shelters and soup kitchens, but some people get duped while trying to help outside of that because of these assholes.

A lot of that comes from how you were raised on top of general gender roles. If your parents pampered you more often than not when you fell over or got a scrape, you'd be more likely to react this way in general.
