The only way this graph can possibly be considered correct is if not only a y-axis has been removed, but a z-axis too, and that is not how to display data. I was always taught back in school to scale it so that, at a minimum, 60% of the y-axis was occupied with data, and I think in this case it would fall slightly under that, but it may have been a more helpful representation. I don't think it was designed with deception in mind though, which was why I raised the point. When your x-axis is any sort of timescale, you should be using a y-axis scale that shows the trend in data easiest, not showing it from a zero point.
