First of all I don't see how that necessarily relates to the judicial system being structurally stable. Some countries had been tyrannical absolute monarchies or dictatorships for very long times in history, it didn't mean they had good judicial systems. Secondly that's a point which is impossible to prove unless you determine what constitutes a "major" reform. Is universal suffrage not a major reform?

The onus of proof is on the person making the statement. You really think no other country in the world has had law and order "unabridged" for 250 years? How do you define whether or not law and order has been "abridged"?
