That's not how nuclear strategy works darling. Not all wars are total wars, and not all wars demand regime replacement. Proxy wars don't genuinely risk nuclear retaliation. Any country without nukes is a free space on the chess board. South America, most of the middle east, Africa, large parts of Asia and any place in Europe not in NATO.
