In most states, with respect to civil judgements, it in fact does. In my state of California, there is one exception to that rule: if a DUI was involved. In those civil cases where a DUI was involved, a bankruptcy court will not allow a judgement to be absolved. Since this case is civil, Riggins will most likely file and the plaintiff will get nothing. But don’t take my word for it, look it up!
