The WHO website said that it decreased the risk of infection for circumcised males in heterosexual relations by about 60%. If their figures are way off base, I apologize. And that last citation there seems a bit sketchy; the last of the qualifications given for the statistic is that they had had sex to support themselves. It's a lot easier and more inexpensive to teach a basic surgical procedure than it is to start a widespread water-sanitation campaign. The immediate issue is that people are dying, and that circumcision could stop at least some of it.
