There is absolutely no way to legislate that effectively. Literally every provider could just refuse to pay more than a few thousand a year while they hoard under the guise of "my children have to earn it all themselves!" In an age in which there is little upward mobility, and parental wealth is the greatest predictor of social status, it's highly unlikely that parents would have the attitude you're arguing here. Let me point out a few problems with that. a) It's contradictory to suggest a child is entitled to affluent living conditions, and that the non-custodial parent has to pay for it despite a reduced earning potential. This creates an incentive to reduce the standard of living and spend less than child support would entitle the kid to. b) Proving that all money gets spend on the child means a LOT of audits have to happen, and that's really opening the door for legal abuse. Any guy who is rich and only gives his kids the bare minimum is a total scumbag in my book.
