I'm just saying, in a vacuum this sentence doesn't have to be interpreted in a horrible way. If there's more context, I don't know, but this sentence taken by itself can have value extracted from it. People act in ways to make other people feel better in many ways, all the time. It's perfectly valid to act in a way that seems as if you believe someone fully in case they are telling the truth. I mean, there is a grain of truth in this, but people grossly misinterpret this every day. You shouldn't need proof to (act as if you?) believe a victim and offer them support, be a helpful person to them and make sure they feel safe. The horrible part is when the "act of belief" goes too far and gives them what they feel is the moral grounds to then attack the accused. THAT part is where proof is needed. Imagine you open up a barrel of apples and the first three layers are rotten. Even though there may be perfectly good apples beneath that rot, you're probably not in the mood to reach around for them and who knows what the rotten ones could have done to the supposedly good ones after sitting on them for so long.
