When you're protecting a scene or those inside a scene, you don't restrain people attempting to breach your blockade, that leaves a gap in the perimeter whilst you are struggling to detain. Officer physically stopping someone from breaching a police blockade is not excessive, you ignore the warning he's in his right to open palm push you away. He's protecting the scene and those inside the scene, don't try and stop an office in his duty. If that large ethnic minority man in the video tried the same he would have got worse, due to his size. Officer challenged her to stop, he is justified in pushing someone away. It would over the top if he punched or struck her with a closed palm.
